Bid protests before FAS Russia under laws 44‑FZ and 223‑FZ: decisions and effect on procurement procedures

Anonymised dataset of decisions by FAS Russia (the Federal Antimonopoly Service) on complaints against public procurement procedures under laws 44-FZ and 223-FZ. Snapshot of 1 September 2026. It contains 427 records, each one procurement procedure against which a complaint was filed and decided.

All four outcomes are included (upheld 26, partially upheld 66, dismissed 277, refused consideration 58), so success rates can be computed by region, type of contracting authority and procurement category. Fields cover the law, the procurement method, a generalised category of the procurement subject, the initial contract price, the electronic trading platform, the generalised legal form and level of the contracting authority, the region and federal district, the FAS office, the bid deadline, the outcome, the effect on the procedure and the result of any appeal to the central office of FAS.

Anonymisation: everything identifying the complainants, the texts of FAS decisions, internal case management, customer names, exact procurement subjects and procurement registry numbers have been removed; contracting authorities are described by generalised attributes only. The dataset contains no personal data.

Two limitations are stated in the README and should be read before use. Selection bias: the data cover complaints filed by a group of external market participants that monitor procurement, not all complaints received by FAS Russia, so the distributions reflect their activity rather than the structure of violations in Russian procurement as a whole. Residual re-identification risk: the combination of FAS office, bid deadline and exact contract price can in individual cases identify a procedure in the Unified Information System for Procurement.

The package contains the data in CSV and JSON, a Frictionless datapackage.json with the field schema and checksums, the full README and the transformation scripts (anonymize.py, translate.py, make_package.py). Values are published in English; the codebook in the README maps them to the Russian originals.
